Telehealth Networks

WAMI Rural Telemedicine Network. The Washington, Alaska, Montana, and Idaho Rural Telemedicine Networks. The network is a three year demonstration project funded through September, 1997 by the Office of Rural Health Policy. The purpose of the project is to explore the utility of telemedicine consultation by a tertiary care medical school facility to the clinicians and patients of four remote towns in the Northwest. Contains project information and up to date newsletters.

Upper Peninsula Telehealth Network. The Upper Peninsula Telehealth Network (UPTN) was established with federal funds from the Office of Rural Health Policy and the Rural Utilities Services. These funds provided equipment to rural Upper Michigan hospitals and clinics for distance learning, teleradiology and other telehealth applications.

Canadian Initiatives on Networking Clearing House(CINCH) - Telehealth. The national clearing house of information on Canadian networking initiatives and Canada's contribution to the G7 Global Inventory Project (GIP),  provides extensive information on telehealth.

National Laboratory for the Study of Rural Telemedicine. The University of Iowa's Telemedicine Resource Center (TRC) is the administrative entity that oversees and coordinates the National Laboratory for the Study of Rural Telemedicine. The TRC was established in 1994 as a result of a previous award from the National Library of Medicine.

KU Medical Center.The University of Kansas Medical Center Telemedicine program is dedicated to providing access to educational and clinical services to persons throughout the state of Kansas.


Telehealth Projects

Telehealth - Bringing Child and Adolescent Mental Health Services to Rural Communities. This RHSET funded project aims to establish, conduct and evaluate a telehealth trial for the provision of consultation, training and support services in relation to child and adolescent mental health, to mental health, health and other professionals, in rural and remote areas of South Australia and Northern Territory. This project is being evaluated by John Mitchell & Associates.

OSU Telemedicine Centre Homepage. The homepage of the Okalahoma State College of Telemedicine which is designed and operated for the education and training of practicing physicians, medical students and other health care professionals. Includes course information and archive of health policy research publications.

East Carolina University School of Medicine Telemedicine. Describes history of telemedicine and three current grant projects in telemedicine, including an investigation of policies and standards for reimbursement.

SeaHawk: A telemedicine project in the Pacific Northwest. An article describing a pilot project using the MediaStation 5000s to link the Madigan Army Medical Center to various military and other federal hospitals and clinics.

NLM National Telemedicine Initiative evaluates the use of telemedicine in a wide variety of settings. Summaries for these projects and links to their web sites are available.

"TIM-TEM", 1997-1998. A telemedicine project on a Greek island.The aim of this project is to improve the care of people living on islands and to create a model exportable in other rural areas.

Health Communication Network: Over the last few years the Australian government as part of the development of the Health Communication Network has commissioned a range of demonstration projects to assess the benefits and uses of the network. These projects demonstrate just some of the possible applications for health communications.

Telemedicine and Telerehabilitation Telerehabilitation is the delivery of rehabilitation-related education and services via telecommunications technology. Since 1995, Shepherd Center has been researching and developing effective and efficient ways to use telecommunications technology to deliver services to patients. (Nasdaq:CDIC), manufacturer of BioZ(R) noninvasive digital cardiac output monitoring systems, announced today (11 January, 2000) the launch of the first phase of its Internet medical product development strategy.

Teleradiology Projects

Radiology Network Project The South Australian Health Commission (SAHC) has provided funding for the Women’s and Children’s Hospital (WCH) for a teleradiology trial at the WCH, as a ‘proof of concept’ project, from February 1997 – February 1998. WCH is committed to undertaking this teleradiology research for the benefit of the whole of the health system in South Australia.

National Library of Medicine Teleradiology Project. Funded by a grant from the National Library of Medicine (NLM), the project uses the Iowa Communication Network (ICN) to provide medical professionals with advanced image processing and visualization tools. The project is also developing a clinical workstation, software to integrate image diagnostic capabilities and image analysis tools as well as developing multimedia tutorials to provide education to physicians on image analysis.

Telehealth Technology Research Institute(TTRI) at the University of Alberta. Research and development is the core business for the Telehealth Technology Research Institute

NLM National Telemedicine Initiative. In 1996 NLM announced the funding of 19 telemedicine projects (2 additional projects were added in 1997). The projects funded affect rural, inner-city, and suburban areas. They evaluate the use of telemedicine in a wide variety of settings. Summaries of these projects and links to their websites are available.

Australian New Zealand Telehealth Committee One aim of the Australian New Zealand Telehealth Committee is to promote the dissemination and sharing of knowledge and experience on telehealth as well as promote debate and discussion.

British Columbia Telehealth Initiative. "A vision for the 21st century".The British Columbia Ministry of Health, Ministry of Employment and Investment and the Information, Science and Technology Agency are collaborating to define a "Telehealth" initiative to help direct activities related to the commercialization and implementation of telehealth applications in British Columbia and to develop a provincial Telehealth strategy.

FEST Framework for European Services in Telemedicine. A European Community project designed to support different types of individuals interested in establishing and operating a Telemedicine service.

Georgia Center for Advanced Telecommunications Technology (GCATT).

National Laboratory for the Study of Rural Telemedicine. University of Iowa.Telemedicine is not a panacea for all the challenges facing rural patients and community health care providers. But it is anticipated that the data coming from existing telemedicine programs will help improve the delivery of health care services by allowing community health providers and their patients local access to specialty consults, information services, and continuing education opportunities.

Office for the Advancement of Telehealth (OAT). The Department of Health and Human Services created OAT to promote the wider adoption of effective telecommunications and information technologies in providing health care services to the nation’s underserved people.

Mid West Rural Telemedicine Consortium.  The MRTC is the largest telemedicine program in Iowa, and one of the largest in the U.S.The Consortium was established as a joint development program of Mercy Hospital Medical Center and North Iowa Mercy Health Center and has been in operation since August 1995.

Texas Medical Centre: Telemedicine Projects and Resources . Its mission is to improve health care by facilitating the exchange of health care information and contributing to the development of a medical information infrastructure (MII) that supports this exchange.

UTMB Teletraining Institute. The UTMB Teletraining Institute provides the means and environment for administrators, educators, executives, technologists, students and medical practitioners  to investigate and learn the elements of telemedicine.

The University of Virginia Health Sciences Center - Office of Telemedicine.

The Association of Telemedicine Service Providers.The ATSP was created to meet the information, management, and policy needs of health care providers that are, or expect to be, providers of telemedicine services.

Telemedicine Group, Inc. TheVirtual Housecall program at TGI is composed of a dedicated group of professionals who have come together with the mission of providing realtime, online access to confidential medical advice and Urgent Medical Care to patients on the Internet. When the circumstances warrant, the TGI Virtual Housecall program enables initiation of immediate medical care for patients, with the expectation they will subsequently seek appropriate medical follow-up with another physician in an office or hospital-based setting.

Journal of Telemedicine and Telecare. The Journal of Telemedicine and Telecare will be published four times a year by the Royal Society of Medicine.

Reid, J. (1997). A Telemedicine Primer: Understanding the Issues. Innovative Medical Communications. A book covering a range of issues related to establishing a telemedicine project.

Telemedicine: A Guide to Assessing Telecommunications for Healthcare. 1996.  Marilyn J. Field, Editor; Committee on Evaluating Clinical Applications of Telemedicine, Institute of Medicine.The book identifies managerial, technical, policy, legal, and human factors that must be taken into account in evaluating a telemedicine program. The committee reviews previous efforts to establish evaluation frameworks and reports on results from several completed studies of image transmission, consulting from remote locations, and other telemedicine programs. The committee also examines basic elements of an evaluation and considers relevant issues of quality, accessibility, and cost of health care.

MEDLINE: A Guide to Effective Searching by Brian S. Katcher, Pharm.D. Any health professional, health sciences student, or researcher will benefit from reading this book. It explains the basics of formulating searches, shows how to put the main indexing elements in MEDLINE to best use, illustrates the importance of Medical Subject Headings (MeSH), provides guidance for framing questions, and backs everything up with practical examples.

Telemedicine in the Pacific. Medical practitioners in the Pacific often operate in relative isolation, dealing with diverse health care needs, many of which arise infrequently because of the small populations served.

Experience of, and Hopes for, Telehealth in Tokelau. Two key factors affect health care in Tokelau are its small population and its great isolation. Both of these make telehealth a critical issue for the development of health services and it is hard to see how the services can develop to a modern standard without a larger component of telemedicine.

CDRH Telemedicine Related Activities. The appended report describes telemedicine-related activities of the Center for Devices and Radiological Health, FDA. It also details a variety of Center initiatives being undertaken to clarify and improve Center operations in this area.

Status Report on Telemedicine: Report of the Council On Medical Service. This report, which is presented for the information of the House, provides an update on the use of telemedicine by hospitals and other institutional delivery systems, describes current medical specialty society activities in telemedicine, and presents the major areas of federal legislative or regulatory activity with respect to telemedicine. Health-Care On-Ramps: A Road map to Western States' Information Highways. April 1998.This report was undertaken to develop the background information necessary to bridge the telecommunications infrastructure barrier to telemedicine. To accomplish this, telecommunications and rural health leadership in WGA states were surveyed and the information compiled.

Telemedicine: A Guide to Assessing Telecommunications in Healthcare. Executive Summary.. The purpose of evaluation-and the purpose of this report-is not to endorse telemedicine but to endorse the development and use of good information for decisionmaking. The evaluation framework presented here is offered in that spirit.

Medicare Program; Payment for Teleconsultations in Rural Health Professional Shortage Areas The Health Care Finance Administration (HCFA) published proposed regulations on the new rural health care reimbursement program on June 22, 1998.

Medicaid and Telemedicine. The Health Care Financing Administration has not formally defined telemedicine for the Medicaid program, and Federal Medicaid law does not recognize telemedicine as a distinct service. Nevertheless, Medicaid reimbursement for services furnished through telemedicine applications is available, at the State's option, as a cost-effective alternative to the more traditional ways of providing medical care (e.g., face-to-face consultations or examinations).

Transmission of Olfactory Information for Telemedicine.This paper was presented at Medicine Meets Virtual Reality III, January 1995 and was published in Interactive Technology and the New Paradigm for Healthcare, K. Morgan and others (Ed.s), IOS Press and Ohmsha, Amsterdam, 1995, chapter 27, pp. 168-172. . In this paper, a chemical sensing system (electronic nose) is presented along with a proposed method for regenerating the transmitted olfactory information.

Telemedicine and the Law developed by Arent Fox.

Telemedicine Report to Congress. January 31, 1997. A report on the use of advanced telecommunications services for medical purposes, that also examines questions relating to efficacy,safety and quality of services, together with other legal, medical and economic issues.

"Jedmed, W2Com promote telemedicine" by Donna Claire in St Louis Business Journal, July 12, 1999. Companies such as W2Com and Jedmed Instrument Co. are working to expand the use of telemedicine locally.
